The tiling format of NAIP imagery is based on a 3.75' x 3.75' quarter quadrangle with a 300 meter buffer on all four sides. NAIP quarter quads are formatted to the UTM coordinate system using NAD83. NAIP imagery may contain as much as 10% cloud cover per tile. Purpose: NAIP imagery is available for distribution within 60 days of the end of a flying season and is intended to provide current information of agricultural conditions in support of USDA farm programs. For USDA Farm Service Agency, the 1 meter GSD product provides an ortho image base for Common Land Unit boundaries and other data sets. The 1 meter NAIP imagery is generally acquired in projects covering full states in cooperation with state government and other federal agencies who use the imagery for a variety of purposes including land use planning and natural resource assessment. With an annual cycle, NAIP is also used for disaster response often providing the most current pre-event imagery. While suitable for a variety of uses the 2 meter GSD NAIP imagery is primarily intended to assess crop condition and compliance to USDA farm program conditions. Process_Step: Process_Description: Color positive film (Kodak 2427) is scanned using Z/I PhotoScan photogrammetric quality scanning machines at a resolution of 28 microns. The scanned digital imagery is used in the Aerial Triangulation (AT) process in preparation for ortho-rectification. The horizontal accuracy of the orthorectified imagery is primarily determined by the quality of the AT solution and the surface model (digital elevation model or DEM). The AT process is initiated with the population of Z/I project files with ABGPS and horizontal control from USDA furnished mosaicked DOQQs (mDOQQs) and vertical control picked from the USGS DTED2 DEM data. Images are tied together using Z/I ISAT automatic image correlation software with supplemental manually read points using Z/I ISDM software. Upon completion of mensuration, a preliminary adjustment is run to check for image blunders and poor image ties using PATB-NT software. Tie points are corrected or added, ground control is measured and the adjustment is run with ABGPS data and ground control. Selected ground control points are used for quality control of the adjustment. AT is finalized by densifying the control and generating relative and absolute orientations (RO and AO) for each frame of photography. In order to minimize the radial horizontal displacement away from the photocenter, only the core portion of the scanned image is rectified. Each DOQQ is inspected for relative horizontal accuracy with adjacent DOQQ tiles. Each DOQQ is inspected for image quality. DOQQs are color and radiometrically balanced over a block consisting of a large number of images.
