Description

July, 2014. Updates include re-geocoding data based on new 9-1-1 addresses and corrections to the original data. There are still known errors in the dataset that will be corrected in future updates. This data is distributed "as-is" and has not been fully field checked.

In August, 2012, the State of North Dakota began a project to map lodging locations of workers in the western part of the State. The State has seen an increase in the number of lodgin g establishments being created in conjunction with the oil boom in western North Dakota. Types of lodging establishments may include crew camps, motels, hotels, RV parks, mobile home parks and campgrounds. Lodging establishments often referred to as “ crew camps” are modular structures, new and used, constructed with the intention of providing temporary workforce housing over a period of time. The modular structures have the ability to be relocated and are often inter-connected buildings including dormitories, public or private showers and bathrooms, commercial kitchen with meal service, and recreation area. Crew camps also may be a compilation of two to four bedroom-modular housing units set apart on a property usually with provided maintenance, laundry, and cleaning service. Crew camps may be leased publicly to individuals or through contracts with large companies to house employees. Motels, hotels, RV parks, mobile home parks and campgrounds are defined in the North Dakota Century Code Chapter 23-10 and also are common types of lodging establishments where migratory workers are living in North Dakota. The primary concern of the State is to ensure the safety of the residents of the crew camps and other lodging establishments located outside of city limits, being able to provide advanced warning of severe weather conditions for residents, minimize crime and provide safe drinking water.


Summary

This dataset represents western North Dakota workforce lodging locations. Data was gathered from counties, cities and various state agencies to complete this dataset. This is an update to data that was completed in July, 2014.  There are still incomplete data in the attribute table that will need to be filled out in future updates.

The project sponsors are the ND Department of Health, ND Department of Commerce, ND Information Technology Department, ND Department of Emergency Services, ND Tax Department and the National Weather Service. The project enlisted the aid of Houston Engineering, Inc. from Fargo, ND to contact the workforce housing establishments, cities, and counties and compile the mapping information.

Process step
Description
Houston Engineering, Inc. first gathered data from numerous county, city, and state departments to create the dataset. All datasets were compared amongst each other and verified. Verification for spatial and attribute data was accomplished through numerous sources including phone calls to government agencies and housing personal, internet searches, viewing aerial imagery, and geocoding address data. The Coord_sour field identifies the means to which the spatial location was obtained, while the Source field names the agency where the data was obtained.

There are several datasets that were retained by HEI which needed to have these locations deciphered. The datasets from the Health Department and the First District Health Unit contained address locations that were geocoded. Each of these records was searched via the internet individually in an attempt to locate the physical address of the location. Some locations were not found to have a physical address and the locations were left with only city and zip. 

Some of the data contains multiple records for the same crew camp. If the data source (County) gave Houston Engineering multiple records for the same crew camp and same physical location, each entry was given a unique ID. This usually happened because multiple permits were issued for the same camp. 

If the data source (County) gave Houston Engineering one record for a crew camp but multiple occupancy TYPEs (Crew Camp and Mobile Homes) two records were created with the same ID to reflect OCCUPANCY with TYPE (Mobile Home = number of Mobile Homes). All data including physical location of the point will be the same with the exception of the TYPE field and the OCCUPANCY field. In a few instances (Williams County) two TYPEs will be listed as one record because occupancy numbers were not segregated by type. The total occupancy is reflective of the number of individuals residing at said camp.
