Description

This imagery is derived from NDDOT interim working data and is used to digitize road centerline vector information for the DES Base Map Project. The imagery was collected from November 2009 through November 2013. Image processing was completed in January 2015.

The digitized centerlines will be created with a "sub-meter" accuracy. The imagery will be collected during optimum viewing conditions whenever possible, however maximizing flight mission time is also a major priority. Ideal flying conditions would be during spring and fall seasons when tree and foliage cover is reduced, thus optimizing the viewing accuracy of roadway centerlines. Other factors affecting image quality can be sun angle, haze, wind speed, turbulence and cloud cover. The flight missions are also prioritized to capture certain PSAP (Public Safety Answering Point) areas ahead of other counties; However once again, weather conditions dictate where and when the flight crew can collect data.

Certain image anomalies will be visible within the mosaics. These small warpages were addressed during the digitizing phase by using imagery imported from other stages of the process. It is the intent of NDDOT to eventually address all of these anomalies but at this stage of the project, production speed is a higher priority.

Pixel size is approximately 0.9-feet, data is processed to UTM-14, NAD83

The Base Map missions are created at a flight height above ground (HAG) of 9,000' (2743.2 meters) which creates imagery with a .90'(27.432 cm) ground sample distance (GSD). The resultant imagery covers a base corridor 12,400' (3779.52 meters) wide.

Summary

The aerial imagery collected by the ND Department of Transportation (NDDOT) is processed into an geo-referenced and ortho-rectified mosaic, to enable the digitizing of road centerlines for the ND Department of Emergency Services (DES) as part of the DES Base Map Project. This centerline data will be used to populate an interactive mapping system that will be utilized by emergency responders to locate specific addresses and also be able to view up-to-date background imagery.

Evaluation method
The required horizontal accuracy for the imagery used to digitize the centerlines was requested to be "sub-meter."  NDDOT performed stringent "in-house" comparisons between field collected topographic data and the processed image data, to evaluate horizontal accuracies in key areas of the project. Our findings during the pilot process on McHenry County were well within our defined standard and subsequently the analytical process has been refined further to produce even more consistent (and accurate) results.

When the NDDDOT was asked to perform the work for the Statewide Seamless Basemap project we were not requested to follow the methods laid out by the FGDC or NSSDA to determine the accuracy of our data.  With that being said our initial pilot project covering McHenry county was deemed to be sufficient to achieve the requested "Sub-meter" accuracy requested for the project.  Recently we reviewed the completed Ortho-mosaics and determined that our average offset of our imagery is 0.41 meters with a standard deviation of 0.19 meters.

The average accuracy of 0.41 meters was determined by using NDDOT survey projects.  There were 12 separate project used.  These projects utilized GPS control points that were post processed using OPUS.  The projects are Aerial surveys that were completed from 2006-2012.  We maintain a horizontal accuracy of 0.2' (0.06m)for topographic features digitized.

15 different 24k Quad ortho-mosaics were measured.  The 15 ortho-mosaics are part of 7 independent Aerial missions within the Basemap project.  The Aerial images for these missions were captured on 29 different days between November 20th, 2009 and October 4th, 2011.  The average pixel size for the imagery is 0.28m.

The 0.41m average offset was determined by referencing the ortho-mosaic products together with the survey data.  The data was scanned through to find areas with very clearly defined edges.  The graphics for the edges were copied into the active file.  The survey data was turned off.  The graphics were then positioned on the images where they belong.  The survey data was turned back on.  A measurement was taken between the survey position and the recently located image position. 

24 measurements in total were made between the 15 ortho-mosaics and the 12 DOT surveys.  Some measurements were easy to determine due to the contrast of the image and the sharp nature of the feature.  There were a few measurements that lacked either the contrast of the acute qualities.  In the table below you can see the individual measurements and my perceived confidence in each point.

Lineage 

Lineage statement
The imagery is collected using a Zeiss Intergraph Digital Mapping Camera (DMC-01 101 model), mounted in a Cessna 337. The missions are flown from ZI Mission Plans, at a Height Above Ground (HAG) of 9,000' (2743.2 meters). The resultant data is downloaded from removable Solid State Drive Cartridges (SSDC) to dedicated image servers, housed in the ND State ITD facility. The data is then processed into .tif imagery using ZI Digital Image Analyst (DIA) software and Look Up Tables (LUT). The LUT's are created by sampling various areas of the imagery to create a full range grey scale that is utilized to optimize the exposure and color balance of the imagery. 

Once the imagery is created, it is then georeferenced using IGI AeroControl software and Waypoint GrafNav software. These softwares take GPS information, together with data collected from an onboard Inertial Measurement Unit (IMU) to generate a highly accurate "point in space" for each image center collected on the mission. It also analyzes the pitch, yaw and crab (rotation) of the aircraft and camera platform, throughout the mission data collection.

Imagestation Automatic Triangulation (ISAT) is then run against the imagery to create a least squares solution for the mission strips and blocks. Many mutual points between successive image pairs (models) are compared and calculated to produce a solution that ties the image strips and blocks together.

Imagestation Automatic Elevations (ISAE) is then applied to the image strips to generate a contiguous elevation surface. The program automatically samples the imagery using a virtual grid and creates an elevation mesh which is then used as the basis for the ortho-rectification process that creates rectified mosaic strips.

The rectified mosaics are then viewed in the Bentley MicroStation environment, where feature lines are digitized along the center of each maintained roadway, in a specified direction, relative to the address point progression.

Once the centerline vector data is completed it is handed over to individuals who will add the address data and incorporate it into the interactive map environment.
