Description

Ayres Associates provided the Bismarck-Mandan Metropolitan Planning Organization (hereinafter referred to as the MPO) with digital color orthophotography and topographic mapping services in 2013. Digital aerial imagery was collected on May 2 and 3, 2013 using an Intergraph DMC, digital photogrammetric mapping camera. Imagery was collected to support 6-inch resolution digital orthoimagery to National Map Accuracy Standards for 1" = 100' map scale. Resultant orthoimagery was rectified to a new digital terrain model, comprising of a newly developed LiDAR bare earth surface. Orthoimagery was delivered according to the MPO's standard tile schematic. The Bismarck-Mandan MPO is a certified planning entity in the State of North Dakota and is comprised of the City of Bismarck, City of Mandan, City of Lincoln, and portions of Burleigh and Morton Counties. The Bismarck-Mandan Metropolitan area is located in Burleigh and Morton Counties, in the south central region of North Dakota. The area covers approximately 395 square miles and is home to over 100,000 people.

Summary

The primary aerial photography area is the Bismarck-Mandan Metropolitan Planning Organization (MPO) and vicinity (approximately 400 square miles). The project will successfully provide leaf-off DEM geo-referenced digital orthoimagery of the project area as defined by the MPO. The purpose of the MPO, a certified planning entity in the State of North Dakota, is to provide a forum for public officials, citizens, and other interested groups to establish policies and plans for effectively addressing various metropolitan transportation issues.  The MPO has a planning process that supports metropolitan community development and social goals. These plans and programs shall lead to the development of an integrated, inter-modal metropolitan transportation system that facilitates the efficient, economic movement of people and goods.

The imagery was collected using an Integraph DMC sensor. The triangulated strips were rectified with a new digital terrain model, comprising of a newly developed LiDAR bare earth surface. The red, green and blue bands were combined to generate a final orthophoto. In addition to color and tonal balancing, these eight bit images were adjusted to create seamless imagery to the highest extent practically achievable. The imagery was mosaicked using manual seamline generation. PLSS section tiles were extracted from the initial mosaic.  The section tiles were manual edited to correct minor anomalies in the DTM or mosaicking process.

Check points taken from overlap areas of adjacent image strips contribute image chips--smaller portions of the reference orthophotos surrounding the check points that have the same accuracy as the GPS and are highest in accuracy--to each orthophoto tile are typically consistent to the 2-3 pixel level.  This not only ensures that a consistent mosaic can be created from the adjacent image strips acquired with the sensor but also means that the images have good precision and as a group are spatially self-consistent.
